Cooper to lead borough assembly; Smalley gets VP nod

At Tuesday night’s Kenai Peninsula Borough Assembly meeting, new leadership was elected by the body. Both President Wayne Ogle and Vice President Dale Bagley could not run for reelection earlier this month.
    The election of the only woman on the assembly, Kelly Cooper, to be assembly president was done by unanimous consent with no others challenging her. This is Cooper’s second stint as president.
    The contest for vice president took marginally longer, with three nominations. Assemblymen Norm Blakley, Tyson Cox and Willy Dunne nominated, in turn, Assemblymen Ken Carpenter, Brent Hibbert, and Hal Smalley.
    Despite the potential for ties and run-offs, the V-P election only took one ballot, with Smalley victorious with five votes to a pair of votes for each for Hibbert and Carpenter.
    Smalley has served as assembly V-P twice in the past, and was assembly president once.
