Residents of the Kenai Peninsula Borough can soon text 911 in an emergency. An act with local implications was one of the last pieces of legislation passed by U.S. Congress last year. And the City of Kenai is part of a statewide effort to curb overdose deaths and drug trafficking in Alaska.
