An Anchorage man was arrested on the beach in Clam Gulch early Sunday morning after allegedly biting off part of his nephew’s finger. The Alaska State Senate failed to pass a budget today, leaving a narrow window of time for a last-minute budget deal before the end of the regular session tomorrow
