Hilcorp Alaska and HEX Cook Inlet were the two bidders in a royalty-free lease sale that state officials hoped would incentivize production in the inlet. It described the outcome of the sale as "promising."

Natural gas producer HEX is appealing the state's assessment on its property in Cook Inlet. The Kenai Peninsula Borough gets about half the sales tax on the property each year — and has spent hundreds of thousands of dollars in legal fees to litigate the matter.
